Gosho Sendo-mairi is an incident that occurred on July 21, 1787, in which many people went around the Kyoto Imperial Palace and performed Sendo-mairi. This Gosho Sendo-mairi started around June 7, 1787. At first there were several people, but the number gradually increased, reaching 30,000 on June 10 and 70,000 on June 18. It is said that the people who gathered at the Gosho Sendo-mairi came not only from Kyoto and its surroundings, but also from Kawachi, Omi, and Osaka. Kyoto was full of people and 30,000 apples (Japanese apples, which have been cultivated in Japan since ancient times) were distributed from the Retired Emperor Gosakuramachi. In addition, the Arisugawanomiya family, the Ichijo family, and so on were provided with tea, while the Kujo family and the Takatsukasa family were provided with rice balls. The Emperor Kokaku, who was concerned about this situation, requested the Edo bakufu (Japanese feudal government headed by a shogun) to provide relief to the people suffering from famine through Kyoto shoshidai (the Kyoto deputy). This was a clear violation of the Kinchu narabini kuge shohatto. Therefore, Kanpaku (chief adviser to the Emperor) Sukehira TAKATSUKASA, who was the uncle of the Emperor, made a similar proposal to Sukehira TAKATSUKASA, prepared for severe punishment. In response to this, the bakufu decided to release 1,500 bales of rice to the citizens of Kyoto, and when it came to violation of the Act, it questioned the Emperor and the Kanpaku for the reason that the action was justifiable. It is thought that the reason behind this was the Great Famine of Tenmei and the fact that Ienari TOKUGAWA took office as Shogun in April of the same year, which led to a demand for tokusei. Also, the actions of the Imperial Court led to the actual relief action, which caused the people to recall the existence of the Imperial Court, which had been almost forgotten throughout the Edo period due to the Bakufu's control over the Imperial Court, and this caused the rise of the sonnoron .
